Most recruiters who specialize in an industry or position work nationally, not just locally. So for example, if you are looking for a job in biotechnology, you want to contact recruiters who specialize in biotechnology industries regardless of location. The recruiter in New York may have a client in Florida who has a job that meets your qualification.
If you are an executive with experience in a particular industry, in addition to recruiters, you should contact venture capital and private equity firms in your field. These firms are investing in and re-organizing companies in your industry and could have the position you seek in one of their portfolio companies.

If you are just starting out:

If you are just beginning your career or have less specialized experience, contacting recruiters in your location is a good way to start. You should focus on those recruiters who work in industries or with position specialties that interest you or that match your education and/or training.
